스티븐 쇼어는 핸드백 공장에 다니는 유대인 부모 밑에서 태어났다. 6살 때 삼촌으로부터 코닥 주니어 다크룸 세트를 생일 선물로 받게 된다. 9살 부터 35mm 카메라를 사용하고 열 살 때 워커 에반스 Walker Evans의 책인 아메리칸 포토그래픽(American Photographics)을 선물 받았고 워커 에반스의 영향을 받았다.
1961년 스티븐 쇼어는 MoMA의 사진부 디렉터 에드워드 스티첸에게 전화를 걸어 "내 작품을 보여주고 싶다"고 말했고 그는 어린 쇼어의 사진을 3장이나 구입했다. 훗날 인터뷰에서 당시에는 어려서 그러면 안 된다는 것을 몰랐다고 말했다.
16살 때 앤디 워홀의 작업 공간 '더 팩토리'에서 사진을 찍으며 본격적인 사진 생활이 시작된다. 놀랍게도 1971년 24살의 나이로 뉴욕의 메트로폴리탄 미술관에 살아있는 사진작가로는 최초로 전시를 하게 된다.
